Every time I try to adjustment the picture on the computer desktop, I right-click, choose preferences, and then desktop. The framework choices are all ghosted out. I can't even click "Set as background" on any pictures, because it doesn't show up. Any hypothesis how to fix it? I have tried system restore, virus checks etc. Nothing works.
What cause the desktop preferences to phantom out the choices to alter my desktop picture?
I'm not sure, but it sounds similar to you don't have the rights to do it. If you don't enjoy the admin password, have someone that does adjust your user account to a power user or administrator.
